Description: | In this report, prepared for the Māori Commission on Employment and Training, Smith et al. present a Kaupapa Māori framework for evaluating the delivery of labour market assistance to Māori job seekers and beneficiaries. They state that there is a lack of appropriate cultural models for evaluating policy, and argue that the Treaty of Waitangi provides the mandate for such action. Kaupapa Māori, they say, provides the process for implementing this mandate. Their report also includes advice to the commission on Māori workers and unemployment. |
