한국, 미국 및 뉴질랜드 학교운영위원회의 비교 연구 = (A) Comparative study on the school governing council among Korea, U.S.A. and New Zealand

Abstract

학교 운영의 자율성과 책무성을 강화하여 단위학교책임경영제를 확립하기 위한 정책목표를 설정하고 한국은 1995년 지방교육자치법 제44조, 1997년 초·중등교육법 제31조에 근거하여 학교운영위원회를 도입 운영하고 있다. 이러한 학교운영위원회의 도입은 학교경영의 민주화, 학교경영의 투명성 제고, 학교경영의 학부모 참여 활성화 및 학교 경영의 효율성제고 등을 꾀할 수 있을 것이라고 기대되었다. 그러나 지금까지의 많은 연구문헌들은 한국의 학교운영위원회가 아직까지 이런 기대에 미치지 못하고 있다고 지적한다.

이러한 연구결과를 통해서 획득한 한국의 학교운영위원회의 제도 개선에 주는 시사점은 다음과 같다. 첫째, 한국의 학교운영위원회는 학교 지배기구로서의 위상과 성격을 명확하게 해야 한다. 둘째, 학교운영위원회의 구성 및 운영방식을 개선해야 한다. 셋째, 단위학교책임경영이 성공하기 위해서는 단위학교가 현재보다 더 학교 운영에 대한 자율성과 책무성을 가져야 한다.

In order to establish the school-based management(SBM) and to enhance complete discretion and accountability, Korea has introduced and operated school governing council(SGC) based on 1995.5.31 Education Reform. This SGC was expected to extend the improvement of democratization, parents participation, efficiency for school management. However, a lot of previous studies have been examined that SGC in Korea has not met these expectations so far. This study was conducted with the purposes to compare the operation of SGC among Korea, U.S.A. and New Zealand, then to suggest implications for improving SGC in Korea.

The Implications for improving SGC in Korea acquiring through the above results are as follow: First, the constitution body and operational ways of SGC in Korea must be improved. Second the nature and position of SGC in Korea must be definitely identified as the school governing organization. Third, the individual school must have the more discretion and accountability relating to the school management to accomplish SBM
