The film covers a period after World War II in New Zealand when a shift towards bi-cultural, arts-centred education was made by director of education Clarence Beeby. Gordon Tovey, supervisor of arts and crafts at the Education Department, sent art specialists into schools to introduce the new programme. These specialists included artists Paratene Matchitt, Cliff Whiting, Ralph Hotere, Marilynn Webb, and Katerina Mataira.-
