dc.description.abstractThis is an abridged version of the Case Centre case '308-197-1'. This is the second of a four-case series (310-019-1 to 310-022-1). In late 2002, Murray Sherwin, Director-General of the New Zealand Ministry of Agriculture and Forestry (MAF) had to decide whether to reverse his department's recommendation, made to Cabinet barely a month before, for the future management of the Painted Apple Moth (PAM) incursion. Murray Sherwin had become Chief Executive less than a year ago, arriving at MAF as controversy was building around the management of PAM. This second of four parts increases the focus on issues of adaptive leadership, and of leading in the political environment, while continuing the focus on crisis management.
